In addition to producing the Network Development Plans for 2024, in 2014 the four transmission system operators (TSOs) also run analyses of factors influencing grid development in order to investigate other aspects that may also have an effect on developing the grid. The first part of the report on factors influencing grid development, containing two of three factors, was published at the same time as the first drafts of the Network Development Plan (NDP) and the Offshore Network Development Plan (O-NDP) 2024. The second part of the analysis of factors influencing grid development was published on 14 July 2014.

 

Whilst preparing the second drafts of the NDP and the O-NDP, fundamental framework conditions for the energy industry were redefined by German legislative authorities as part of an amendment to the German Renewable Energy Act (Erneuerbare-Energien-Gesetz or EEG). The amended Renewable Energy Act came into effect on 1 August 2014. It contained a range of outline data that was relevant to the NDP 2024 in terms of the assumed levels of energy generation and consumption. As a result of this, the transmission system operators carried out a full recalculation of Scenario B 2024 within the approved scenario framework for the second draft of the NDP, which included appropriate adjustments to the regionalisation of renewable sources of energy. This scenario is thus referred to as Scenario B 2024* in the second draft of the NDP.

On 16 April 2014, the transmission system operators published the first drafts of the Network Development Plan Electricity 2024, the Offshore Network Development Plan 2024 and the first section of their analysis of factors influencing grid development. All stakeholders were able to submit responses to these drafts between 16 April and 28 May 2014. The TSOs published the second drafts on 4 November 2014 and presented these to the Federal Network Agency. The Federal Network Agency approved both the NDP and the O-NDP 2024 on 4 September 2015.

From the O-NDP 2030 (2017) onwards, the Offshore Network Development Plan is to be replaced by the Offshore Site Development Plan, which will be produced by the Federal Maritime and Hydrographic Agency.
